was born in 1832. He served in the Tennessee Legislature in 1880. He represented Tennessee in the U. S. Senate as a Democrat from 1881 to 1886, when he was appointed a U. S. Circuit Judge. In 1893 he was appointed by President Harrison a Justice of the Supreme Court.
