Born in 1833, represented New York in the Congress of the United States as a Republican from 1873 to 1877. He was chosen a member of the U. S. Senate in 1881, but resigned soon afterward with Roscoe Conkling on account of a disagreement with President Garfield concerning the appointment to the collectorship of the port of New York. He has since been a prominent Republican manager.
