Born in 1822, represented New York in the U.S. Congress from 1874 to 1886, except one term, and advocated a moderate tariff and honest money. He was one of the scientific commissioners sent by the United States to the French Exposition of 1867. He was chairman of the Democratic National Committee in 1876. He was chosen mayor of New York City in 1886, and served one term.
