Was born in South Carolina in 1834, and was admitted to the bar. He enlisted in the Confederate army as a captain, and was promoted colonel. He was wounded in the battle of the Wilderness in 1864. He represented Alabama in the Congress of the United States from 1877 to 1893, when he became Secretary of the Navy in the Cabinet of President Cleveland.
