(1805-1894), was prominent in law reform movements. From 1847 to 1850 he was a commissioner to prepare "Codes of Civil and Criminal Procedure," now in several instances adopted; and from 1857 to 1865 was chairman of a New York commission to prepare political, penal and civil codes. In 1873 he published "Outlines of an International Code," which has attracted wide attention.
