(1738-1801), of New York, was the author of numerous essays signed "The Rough Hewer," which advocated the patriot cause. He was a member of the New York Provincial Congress from 1775 to 1778. He became one of the Committee of Safety in 1776. He became a Judge of the New York Supreme Court in 1776, and was Chief Justice from 1790 to 1798. He was a member of the convention that framed the Federal Constitution, but left the convention and opposed the ratification of the Constitution.
