(1734-1817), Governor, was prominent in the Stamp-Act Congress of 1765 as a delegate from Delaware, and aided in drafting the memorial to the lords and commons. He was a member of the Continental Congress from Delaware from 1774 to 1783, and its president in 1781. He aided in drafting the Articles of Confederation, and was prominent in securing the Declaration of Independence, of which he was one of the signers. He was Chief Justice of Pennsylvania from 1777 to 1799, and Governor from 1799 to 1808.
