A bill so called from its author, Nathaniel Macon, was passed by Congress on May 1, 1810, as a means of extricating the United States from the difficulties caused by the aggressions of England and France. It provided that commerce should be free, but that if either England should withdraw her Orders in Council or France her Berlin and Milan Decrees, intercourse should be prohibited with the nation which retained them.
